No, unless the government have them the money.

Healthy railroads (UP, Southern) that looked a new electrification
decided that a return on the investment would be iffy. Also, there was a
fear in the railroads about fighting the environmentalists on the
construction. (I know, electrical is better for the environment because
it's easier to clean up one power plant that hundreds of diesels, but who
ever said environmentalists were rational?)
