Greg: Penn Central began using GP38s back in 1969-1970 when the first ones
were received. These were placed into service after delivery. The SD38s came
at about the same time as their four axle GP cousins did. Overall, GP38
production began about 1965-1966 when the 645 engine was being introduced to
railroading. This has basically the same block as the 567 but with a bigger
cylinder bore, for more power. It came in 8,12,16, 20 cylinder versions, of
which the 20 cylinder was the most powerful. The GP38 was basically a general
purpose locomotive much as the GP7 had been. I hope this answers your question
