It has been a long time but if my memory is correct the reason the
LS&BC was taking over the cars was due to money the PC owed the short
and had never paid. In their mind they where repossessing the cars.
When the PC went bankrupt they stopped paying there interline
accounts. The per diem money the cars where making was being
applied against the PC debt to the LS&BC. As the biggest railroad and
interchange in the east this brought there connecting carriers into
hard times financially and even caused some connecting carriers to
finally go into bankruptcy.
Just today on the r.m.RR newsgroup, I found the following explanation
of an interesting scandal involving the Penn Central railroad. The
following account of the scandal is reprinted here with permission
from it's author, Rich Weyand. Rich says that this is his best
